Cook pasta according to package instructions al dente for less than 1 minute.
Meanwhile, in a large skillet over high heat, add 1 tablespoon of olive oil and sear the beef, breaking it up with a wooden spoon, for about 2 minutes.
Season with 1 teaspoon salt and 1/2 teaspoon black pepper.
Stir in garlic, onion, paprika, tomato paste, parsley and 1/2 cup pasta water (or plain water).
Stir in pasta and 1 cup mozzarella cheese.
Top with remaining cheese and cover.
Garnish with additional parsley.
